Maharashtra Signs Landmark AI Partnership with OpenAI at India AI Impact Summit 2026

Chief Minister Devendra Fadnavis today presided over the exchange of a Letter of Intent (LoI) between the Government of Maharashtra and OpenAI during the India AI Impact Summit 2026 in New Delhi. 

The agreement marks a major step forward in bringing advanced artificial intelligence tools to public governance and citizen services across the state.

Key elements of the collaboration include:

  • Development and piloting of up to 12 AI-powered solutions through an AI Sandbox in priority sectors: agriculture, health, education, judiciary, IT, urban development, and rural development.
  • Exploration of a dedicated Maha Open Space Sandbox Facility to support training, research, and innovation in AI.
  • Organisation of regular workshops, hackathons, and expert convenings to strengthen Maharashtra’s AI and innovation ecosystem.
  • Creation of AI-enabled public service applications and websites that leverage ChatGPT’s advanced capabilities to improve citizen service delivery at scale.
  • Piloting of OpenAI’s emerging features to enable seamless third-party integrations, enhancing the quality and reach of government services.

The partnership is expected to deliver smarter, more inclusive, and technology-driven public services that reach every citizen of Maharashtra.

The ceremony was attended by Minister Adv. Ashish Shelar, Chris Lehane, Head of Public Policy at OpenAI, and other senior dignitaries from both sides.

Officials described the initiative as a forward-looking collaboration that positions Maharashtra among the early adopters of large-scale, citizen-centric AI applications in India.
