Bengaluru Tunnel Road Project: Adani, RVNL, Dilip Buildcon, and Vishwa Samudra Submit Bids for Rs 18,000-Crore Hebbal-Silk Board Corridor
Bengaluru's long-awaited urban mobility overhaul took a decisive step forward as four heavyweight infrastructure firms—Adani Group, Rail Vikas Nigam Limited (RVNL), Dilip Buildcon Limited, and Vishwa Samudra Engineering Pvt. Ltd.—submitted competitive bids for the ambitious 16.74-km twin tunnel road project connecting Hebbal's Esteem Mall Junction to the Central Silk Board Junction. Valued at approximately Rs 18,000 crore, this underground corridor is poised to slash north-south commute times by up to 40%, addressing one of India's most traffic-plagued urban stretches where peak-hour delays often exceed 90 minutes, as per a 2024 Indian Institute of Science (IISc) mobility study.
Managed by the Bengaluru Sustainable Mobility in Low Emission (B-SMILE) special purpose vehicle under the Bruhat Bengaluru Mahanagara Palike (BBMP), the project operates on a Build-Operate-Transfer (BOOT) model with a 34-year concession period. Divided into two packages—Hebbal to Seshadri Road and Seshadri Road to Central Silk Board—the initiative incorporates smart features like advanced ventilation systems, electric vehicle (EV) charging stations, and seismic-resistant design to minimize environmental impact on the city's 500+ interconnected lakes. Bidders were required to furnish a Rs 44 crore bank guarantee per package, signaling strong financial commitment amid rising construction material costs (up 12% year-on-year, per CRISIL Infrastructure Ratings).
Adani Group, renowned for landmark projects like the Mumbai Trans Harbour Link, brings unparalleled expertise in large-scale urban transport corridors. RVNL, a Navratna PSU under the Ministry of Railways, leverages its tunnelling prowess from over 200 km of Himalayan rail projects. Dilip Buildcon, a Madhya Pradesh-based EPC giant with a Rs 15,000 crore order book, excels in highway and tunnel executions, while Hyderabad-headquartered Vishwa Samudra Engineering offers multidisciplinary civil engineering strengths from Andhra Pradesh's irrigation and marine works. The bids, submitted by the extended deadline on November 12, mark a turnaround from initial low interest since the tender's launch on July 16, 2025, following multiple extensions.
Karnataka Chief Minister Siddaramaiah, who flagged off the project's vision in the 2025 state budget with a Rs 50,000 crore infrastructure allocation, described the development as a "milestone for sustainable urban growth." He emphasized its alignment with the Karnataka Smart City Mission extension, projecting a Rs 5,000 crore annual productivity boost for the IT-centric economy by 2029, per NITI Aayog projections. Groundbreaking is slated for February 2026, with the lowest bidder announcement by December 10 and agreements by January 2026. The tunnel, expected to open to traffic by 2029, will feature six lanes per bore and integrate with Bengaluru's metro and green corridors, potentially reducing surface emissions by 25% along the route.
This project mirrors national momentum in underground infra, such as the Rs 2,192 crore Bakhtiyarpur-Rajgir rail doubling in Bihar approved on November 12, but faces local scrutiny. Environmental groups like Aranya Bhavan have called for rigorous groundwater monitoring during construction, citing risks to Bengaluru's depleting aquifers. Despite debates—fueled by a BJP-led protest in October 2025—the bids underscore public-private partnership (PPP) viability, with experts from IISc advocating for tech-driven traffic management to ensure long-term efficacy. As evaluation commences, Bengaluru's tunnel road stands as a beacon for decongesting India's Silicon Valley, fostering equitable mobility in a city where vehicle registrations surged 25% annually.
