The Indian government's flagship infrastructure initiative, PM GatiShakti, celebrated its 4th anniversary on October 14, 2025, at Bharat Mandapam in New Delhi, with a series of transformative announcements aimed at fostering public-private collaboration. The centerpiece was the opening of the PM GatiShakti portal to private entities, including industries, startups, consultants, and researchers. This query-based web platform, developed by the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) and powered by the National Geospatial Data Registry (NGDR), grants regulated access to 230 verified, non-sensitive datasets from the PM GatiShakti National Master Plan (NMP). These layers encompass physical and social infrastructure assets such as roads, railways, ports, waterways, airports, land records, telecom towers, forests, and water bodies enabling advanced analytics for site suitability analysis, connectivity mapping, alignment planning, and regulatory compliance checks.
Goyal also released the PM GatiShakti Compendium, a document showcasing successful use cases and best practices, and unveiled the PMGS NMP Dashboard—a multi-sector reporting tool for real-time progress monitoring and actionable insights.
Complementing these launches, Goyal introduced the Data Uploading and Management System (DUMS) to facilitate decentralized, real-time data updates and enhance accountability. Additionally, the PM GatiShakti–Offshore platform was rolled out for integrated planning of blue economy projects, including offshore wind farms and sustainable coastal growth, aligning with India's goal of 500 GW renewable capacity by 2030. The PMGS District Master Plan was extended to 112 aspirational districts, promoting data-led local infrastructure development and holistic regional growth.
The event also saw the launch of the Logistics Excellence, Advancement, and Performance Shield (LEAPS) 2025, a benchmarking framework under the Department for Promotion of Industry and Internal Trade (DPIIT) and the Ministry of Commerce and Industry. LEAPS aims to recognize innovations in line with the National Logistics Policy 2022, with a pilot phase from October 13 to December 31 on select UDAN routes. Alliance Air, a subsidiary of Air India, committed to operationalizing fixed fares under the "Fare se Fursat" scheme, eliminating dynamic pricing to boost air connectivity for Tier-2/3 cities.
Since its inception in October 2021, PM GatiShakti has synchronized over 200 projects worth ₹15 lakh crore, slashing logistics costs from 14% to 9% of GDP. This private sector integration, building on Finance Minister Nirmala Sitharaman's 2025 Budget announcement, is projected to unlock ₹2 lakh crore in investments.
